Professor Barry Winn serves as Vice-Chancellor and President of Taylor’s University, bringing extensive international leadership experience across the United Kingdom and the Middle East. Since assuming office in 2024, he has led the University’s strengthened institutional credibility and global positioning, including its entry into the Top 30 of QS Asia University Rankings 2026 and being granted Self-Accreditation Status by the Ministry of Higher Education and the Malaysian Qualifications Agency.

He previously served as Vice-Chancellor of Sohar University in Oman, where he worked closely with government and industry stakeholders to enhance research capacity and workforce alignment, and held senior academic leadership roles at the University of Bradford and the University of Hull. With over 100 peer-reviewed publications and experience supporting national quality assurance frameworks, supporting high academic standards and sustainable institutional development.
